Cyber/Information Operations SME - 19-063

Purpose: Illustrate the capability and capacity that is provided to United States Fleet Forces Command (USFFC) and its missions, functions and tasks through a position serving the function of the Information Operations and Cyber SME.

Job Description:

Serve as part of the AUSGAR team supporting Future Joint Force development, including developing military capabilities for multiple Combatant Command and coalition clients. Identify, develop and evaluate complex or highly sensitive future Joint Force capabilities, methods, procedures and processes. Formulate complex future requirements, including working closely with higher headquarters and subordinate capability developers to support specific programs and projects. Analyze the development of a draft of a concept of operations (CONOP) for Cyber, electronic warfare (EW) and information operations (IO). Provide the draft to internal and external stakeholders for review. Review DoD, Combatant Command (COCOM), service and component policies, directives, strategies and concept papers for accuracy and operational relevancy and research and provide comments to staff, as required.

Specific Duties and Functions include:

Serve as the primary adviser to USFFC N-6 on all Cyber concepts relating to Distributed Maritime Operations and Naval Operational architecture.
Provides descriptive and/or statistical results reports from large data sets and leads cross-functional analysis of Information Operations/Electromagnetic Maneuver Warfare processes.

Preferred Staff officer supporting navy Information Operation of Cyber operations.
Master's Degree in a technical field of study, such as Engineering or Physical Sciences, with coursework or field experience in Decision Analytics, Data Analytics, Applied Statistics, Applied Mathematics, Operations Research, Systems Analysis, Economics etc.
15 years of experience with military operations.
10+ years experience in Cyber operations, cyber polices and concepts.
10+ years of experience with working in IO and Cyberspace strategic and operational environments.
5+ years of experience with developing and revising DoD Joint planning doctrines and processes and joint concepts.
Ability to work in a highly collaborative environment with peers and senior government officials
Ability to grasp new concepts quickly and comprehend the impact on future military requirements.
Ability to interpret the intent of a client's needs and help shape and form the solution by leveraging team capabilities.
Detail-oriented with strong writing and oral presentation skills.
Possess excellent oral and written communication skills.
Well-versed in MS Office applications, with an emphasis on the statistical analysis capabilities of Excel, but also including Word, PowerPoint and Project.
Secret clearance
Ability to travel (approximately 25%) and embark Navy ships, submarines and aircraft.
Additional Qualifications:

Experience at operational-level headquarters or higher preferred.
Completion of Service Command and Staff College preferred.
An essential qualification for this position is successfully obtaining a security clearance issued by the Federal Government, which may require successful completion of a background check.
