Position Description:

As part of a team supporting the planning, monitoring, and control of infrastructure, platform, and application support projects, the Senior Project Manager is responsible for managing the completion of projects, tasks, and individual efforts. The successful candidate will plan, budget, oversee and document all aspects of engineering, architecture, and operations and maintenance projects within a large scale and world-wide Enterprise IT environment. They will implement the project management lifecycle by serving the needs of a diverse team of operational engineers to implement superior levels of project tracking and control. The successful candidate will also build project plans, schedules, and budgets; lead stakeholder meetings, such as project kick-off, requirements, status, and lessons learned; monitor plans and control project task execution to ensure that project deadlines are met in a timely manner; and perform active risk and issues surveillance and provide solutions where applicable.

Coordinate with Government Task Managers to define, plan, and manage IT projects for the Department of State and ensure that the scope and direction of each project aligns with customer expectations
Work closely with technical engineers to track projects and recurring support activities
Lead resource management and risk management strategies and activities across the enterprise, especially identifying and preventing resource constraints and analyzing the results of system changes and deployments
Coordinate efforts of technical engineers to best use resources and accomplish program goals
Work with a customer PMO to track efforts on a master record across the enterprise
Act as Delivery Manager or Product Owner on Kanban teams, guiding technical resources through Kanban practices
Develop comprehensive, executive-level dashboards that provide essential project information, such as risks, issues, impediments, and projected completion dates
Liaise with program stakeholders such as development teams, security officers, and PMO
Work with appropriate technical and management resources to plan and schedule project timelines and milestones
Identify potential resource conflicts in advance and recommend mutually beneficial solutions
Develop tools for project support and implement best practices
Manage and implement process improvement activities in non-technical program areas
Integrate and collaborate with system operation and development subject matter experts
Perform other duties as assigned
Position Requirements/Qualifications:

Education and Certifications

Bachelor’s Degree in related field preferred, or equivalent combination of education and experience
Active Secret Clearance
ITIL v3 Foundation (Required within 90 days of hire)
PMI-PMP required
Knowledge and Experience

Demonstrates deep understanding of information technology concepts (coursework or certification in IT preferred)
5+ years of experience working in large secure Federal Government environments
7+ years of experience managing IT projects based upon technologies such as automation, containers, firewalls, cloud computing, VDI, and/or log file monitoring
5+ years of experience developing executive-level dashboards
5+ years of experience with Microsoft Project
Experience working with the Department of State (Preferred)
Experience working with Atlassian Jira (preferred)
Demonstrates advanced interpersonal, written, and oral communication skills, including leading Project Communications in challenging and complex situations.
Demonstrates ability to deliver complicated information effectively and efficiently, selecting the appropriate message for the audience.
Demonstrates excellent attention to detail
Ability to comprehend and retain technical information
Able and willing to invest time, energy and enthusiasm into developing self to improve performance and gain knowledge in new areas.
Ability to solve practical problems and deal with a variety of variables
Ability to effectively present information and respond to questions from managers, engineers, clients, and customers
Ability to conform to shifting priorities, demands, and timelines
Ability to deal with problems as they arise in a professional manner
