The primary purpose of the DoS INR is to manage intelligence information to serve the foreign and domestic needs of the Secretary of State, the President’s representatives (ambassadors) and functional and regional DoS bureaus. The Intelligence and Research Information Support System (INRISS) is the primary information processing system utilized in INR.
The candidate shall be an SCI cleared Systems Architect/Messaging Engineer with extensive experience working with various technologies covering search and retrieval messaging systems, Microsoft Windows Active directory environments, web-based applications and network topologies.
Key Tasks & Responsibilities
Candidate should have a familiarity with the Intelligence Community (IC). The individual must have experience in the development of messaging systems processing ANPA, JANAP128, ACP127 and DOI103 formatted messages using C++ and flex/bison grammars for parsing of the input data stream. The Systems Architect should possess experience in message routing using MSMQ and the development of semantic search and retrieval systems supporting complex Boolean and concept queries. The candidate must be familiar with interfaces with the ATS-III, SMART TS, PCT, iGATE and ITS systems that feed message traffic into the MPS systems and be able to coordinate message profiling with the respective agencies. The individual shall also have experience in interfacing with and managing Internet news feeds in order to feed real-time news from AP and Reuters. The individual should have experience in designing and implementing infrastructure management strategies and tools, the ability to effectively adapt to rapidly changing technology and apply it to business needs and the ability to lead the effort in creative approaches to problem-solving and quality deliverables supporting business needs.
Required Education & Experience
A bachelor’s degree from an accredited university in a field such as information systems, computer science engineering or a related technical field.
The Systems Architect should have at least 15 years designing, implementing, and supporting various systems and networks with documented success in a complex business environment similar to the environment within INR, 10 years’ experience in system engineering/systems integration and at least 7 years of specialized experience utilizing RetrievalWare with a strong emphasis on design, development, and integration of technologies used to deliver complex search and database management systems in a Windows 2003/2008 environment. Experience is required in the design and development of Windows environments and IP-based network environment in an HP and Cisco environment.
