PURPOSE: This position supports the FEPOC External Labor Oversight Manager. This position acts as a subject matter expert (SME) to assist the manager with initiating, developing, analyzing, integrating and communicating information relating to contingent labor and consultants for the FEPOC; this includes IT and business teams. This position is responsible for creating new and developing/maintaining existing reports, metrics, analysis, and budget tracking, on a pro-active basis. This position may also be accountable for special projects related to improving FEPOC processes for Contingent workers and FTEs. This position provides coordination to CF External Labor by initiating, creating and developing internal communications, reporting activities relating to the dept/division and external entities. This position will focus on linking the diverse functions within Information Technology with company strategic planning, financial goals and company initiatives.

PRINCIPAL ACCOUNTABILITIES: Under the direction of the FEPOC External Labor Oversight Manager, the Tactical Analyst’s accountabilities include, but are not limited to, the following:

Researches, analyzes and assists with the resolution of issues, related to oversight of contingent labor; this includes On Boarding / Off Boarding of resources, financial tracking, vendor invoicing and payment, and metrics to support decision making of hiring new resources in response to managements’ requests. Presents results to management as required as the SME. Initiates, creates and develops metrics, statistics, reports, budgets, and research and analysis.
Initiates and designs complex department communications, policies and procedures for both internal and external usage, coordinates internal reporting requirements for the department, creates presentations for management, educates teams and management on issues, policies and procedures where appropriate. Assists FEPOC External Labor Oversight Manager in the analysis and streamlining of the current On Boarding / Off Boarding process for all staff. May be involved with RFPs.
Assists the FEPOC External Labor Oversight manager with financial reporting, such as monthly management reporting including the current staffing levels, projected staffing levels and risks associated with the vendor spend against the vendor caps. Proactively manages the vendor spend against the vendor cap. As a SME, assists less experienced associates with financial analysis and analytical skills.
Responsible for assisting the FEPOC External Labor Oversight manager to improve process for tracking the headcount, PCNs and working with facilities to forecast seating.
Leads complex projects related to oversight of contingent labor. Projects can be on-going or new with emphasis on research, analysis, planning and coordination of disparate functional and technical areas inside and outside the company, including external vendors. Delegates project responsibilities as necessary.
QUALIFICATION REQUIREMENTS:

Required: Bachelor’s Degree in Accounting, Finance or Business Administration or directly related equivalent work experience and 8 to 10 years of progressively responsible experience in the financial services industry with experience in direct analysis and reporting. Position progression must include direct financial accountability. Individual must have demonstrated projects reflecting initiative, creativity as well as a team player. The individual must exhibit an excellent knowledge of strategy, organization, and process within a company context with a focus on financial management issues. An excellent knowledge of IT methodologies, financial analysis and forecasting, problem resolution and process improvements is required.

Must be able to effectively work in a fast paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time. Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

Skills: Demonstrated facilitation and presentation skills are required. Other requirements are interpersonal skills, exceptional written and verbal communication skills and an excellent knowledge of Microsoft Office, EXCEL and Power Point, Internet browsers and project management tools. Must be technologically experienced in office equipment/computers.

Preferred: FEPOC experience, FEPOC IT experience, consulting background.
