Each day U.S. Customs and Border Protection (CBP) oversees the massive flow of people, capital, and products that enter and depart the United States via air, land, sea, and cyberspace. The volume and complexity of both physical and virtual border crossings require the application of “big data” solutions to promote efficient trade and travel. Further, effective “big data” solutions help CBP ensure the movement of people, capital, and products are legitimate, safe, and secure.

As a Technical PM on our team, you will be responsible for managing the day-to-day lifecycle activities for the development of analytics based technology solutions.

Lead the development of end-user focused, data & intel driven analytic applications to support CBP threat analysis and targeting concepts.
Manage the delivery of multiple projects and functional resources within an Agile based methodology to enhance the advanced analytic capabilities utilized by different stakeholder groups within CBP.
Work directly with government users and stakeholders to identify, define and prioritize operational requirements. Interpret and translate the captured technical and functional requirements into technical documentation that can be used by both the project management team and the development teams
Document project risks and mitigation plans and communicate to the stakeholders
Contribute to project scoping, including requirement assessment, best practices, application design and development, methodologies, and budget recommendations
Utilize database tools to conduct data exploration and analysis to support model development phases.
Review and present technical artifacts, such as analytical/statistics reports and modeling/machine learning reports to stakeholders
Directly coordinate with technical project teams and business owners on managing delivery cycles and contract deliverables
Required Qualifications

7-10 years of related professional experience, with preference to supporting government law enforcement missions
2+ years in Agile Development projects - Strong working knowledge of Agile/Scrum Methodologies
Strong practical understanding of relational databases used to support analytic development, functionality and application development
Experience with software development, BI and reporting (BI, dashboards, visualizations, etc.)
Working knowledge of SELC and associated documentation (project plans, charters, business cases, requirements documents, test plans, reports, etc.)
Hands on experience with one or more relational database systems (e.g., Oracle, MySQL, Postgres)
Experience with data analysis and good understanding of data modeling concepts
Experience with engineering/DevOps tools including Atlassian Jira and Confluence
Familiarity with Software Source Code Management tools (e.g. BitBucket, Git)
Experience with Microsoft Office Suite including Excel, PowerPoint, Access, Visio Professional and Project Professional
Excellent verbal and written communications skills with demonstrated experience delivering oral & written presentations to customers
Ability to adapt quickly, work in a challenging and fast paced environment within cross-functional teams, and to promote creative problem solving within their team
Strong attention to detail, be highly organized with experience managing project schedules
Active Top Secret Clearance
Desired Qualifications

Project Management Professional (PMP) Certification
Certified Scrum Master (CSM) Certification
Experience with Big Data Analytics (Hadoop, Spark, Sqoop etc.)
Experience with intelligence gathering and analysis
Experience using or familiarity with machine learning tools, such as SAS, Python, or scikit-learn
Clearance:

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS clearance is required as well as CBP suitability.

Must be a US Citizen and able to obtain and maintain a U.S. Customs and Border Protection (CBP) Background Investigation.
